FREMONT SOIL & WATER CONSERVATION DISTRICT

COMMISSIONERS’ MEETING

MARCH 6, 2012, 7:00 P.M.

 

 

CALL TO ORDER:  

A meeting of the Fremont Soil & Water Conservation District Commissioners was called to order by Vice-Chairperson Sheryl Sanders at 7:05 p.m. on March 6, 2012 at the USDA Building, Sidney, Iowa.

 

PRESENT:   

Commissioners: Carl Jardon, Harold Mitchell, and Sheryl Sanders

 

Staff:                   Tammy Grebert, Brian Gross, Shane McNaughton, and Seth Moore

 

ADOPT AGENDA:  

The agenda for the March 6, 2012 meeting was approved as presented.

                               

APPROVAL OF FEBRUARY 7, 2012 MINUTES:

16-12     A motion was made by Mitchell, seconded by Jardon to approve the minutes of the January 3, 2012 meeting of the Fremont Soil & Water Conservation District Commissioners with the following corrections/additions:

·         Correct the date of the minutes from January 3, 2011 to January 3, 2012

·         Change A-200 Hamburg Watershed to A-200 Hound Dog Watershed

·         Add Joshua Mitchell REAP P Cost Share Application Approval

The motion passed with all in favor.

 

APPROVAL OF TREASURER’S REPORT:

17-12     It was moved by Mitchell and seconded by Jardon to approve the Treasurer’s report of the Fremont Soil and Water Conservation District with the approval of Joshua Mitchell REAP P cost share application approval and to approve Wayne Clark with the approval . Motion carried unanimously.

 

BUSINESS:

Ø  Update on Field Days

18-12     Moore gave an update of the upcoming field days. Mitchell made a motion to set aside $1,000.00 from the Private Lands/Coop Account Fremont percentage for activities as presented. Jardon seconded the motion that passed with all in favor.

 

Ø  Scholarships/Internships

19-12     The applications were reviewed. A motion was made by Jardon to award a $1,000.00 scholarship/internship to each of the five applications received by the deadline. The motion was seconded by Mitchell and showed all in favor.

 

Ø  Memorials

                After discussion, it was decided to send a $50.00 memorial to the family in memory of past and present commissioners who have served on the Fremont Soil and Water Conservation District board; present assistant commissioners; staff; or their immediate family members (spouse, children, mother, father, sister, brother, and corresponding relatives.)

 

Ø  A-200 Hound Dog Watershed

20-12     Rod Finnell, tenant for Dean and Lois Aistrope, requested to install a screw gate on the inlet side of the 30” corrugated metal drainage pipe out letting into Hound Dog Watershed structure A-200 from Farm 554, Tract 782, field 1, to the north. After discussion, Mitchell made a motion to send a letter to Aistropes which indicates the following:

·         The district is agreeable to the request but he landowner will assume all liability, operation and maintenance to the gate.

·         The district will not reimburse any of the purchase of materials or the installation of the screw gate.

·         All expenses will be the responsibility of the landowner.

·         Should the district need to perform additional maintenance at a later time, it will be the landowners’ responsibility to remove the screw gate before maintenance and reinstall after the district maintenance is complete.

·         The existing flap gate is to remain on the pipe.

·         No other alterations to the pipe are allowed without prior approval from the district.

 

The motion was seconded by Jardon and passed unanimously.

 

21-12     Jardon made a motion, seconded by Mitchell to amend the previous motion to include sending a cover letter with a separate agreement that is to be recorded with the Fremont County Recorder. The recording fee will be at the expense to the district. Motion carried with all in favor.

 

Ø  Soil Loss Regulation Amendment & Revision

22-12     All soils types within Fremont County and the current associated “T” values for each type based on the most recent soil survey data available and as calculated by the NRCS Soil Scientist were presented for review and tentative approval. After review, Mitchell made a motion to tentatively adopt the soil loss limit regulations for Fremont County as presented. The motion was seconded by Jardon and adopted with all in favor.

 

Ø  Private Lands Report

                Seth Moore presented the Private Lands Report or activities and accomplishments.

 

Ø  Farm Bill XII Report

23-12     Jardon made a motion to approve the Farm Bill XII report as presented. The motion was seconded by Mitchell and carried with all in favor.
