MINUTES OF THE FREMONT SOIL & WATER CONSERVATION DISTRICT COMMISSIONERS’ MEETING JANUARY 3, 2012, 7:00 P.M.
CALL TO ORDER: A meeting of the Fremont Soil & Water Conservation District Commissioners was called to order by Chairperson Phil Wing at 7:00 p.m. on January 3, 2012 at the USDA Building, Sidney, Iowa.
PRESENT: Commissioners: Carl Jardon, Harold Mitchell, Sheryl Sanders, and Phil Wing
Staff: Kevin Brannen, Tammy Grebert, Brian Gross, Shane McNaughton
ELECTION OF CHAIRPERSON: 01-12 Wing asked for nominations for Chairperson. Mitchell made a motion to nominate Phil Wing as Chairperson, there being no further nominations, Sheryl Sanders seconded the motion that passed with all in favor.
ELECTION OF VICE-CHAIRPERSON: 02-12 Wing asked for nominations for Vice-Chairperson. Jardon made a motion to nominate Sheryl Sanders as Vice-Chairperson. There being no further nominations, Mitchell seconded the motion that carried with all in favor.
APPOINTMENT OF SECRETARY: APPOINTMENT OF TREASURER: APPOINTMENT OF CO-TREASURER: 03-12 A motion was made by Sanders, seconded by Jardon to appoint Tammy Grebert as Secretary and Treasurer and appoint Harold Mitchell as Co-Treasurer. The motion passed unanimously.
APPOINTMENT OF ASSISTANT COMMISSIONERS: 04-12 Jardon made a motion, seconded by Mitchell, to retain the same Assistant Commissioners and appoint Darwin Bugg, James Doyle, Robert Smith and David Welchans to serve as Assistant Commissioners for 2012. Motion passed unanimously.
ADOPT AGENDA: The agenda for the January 3, 2012 meeting was approved with the following addition and correction: Addition - Loess Hills Alliance Meeting Correction – Harold and Patricia Shull – Application for Impoundment Structure Property Tax Exemption not Statement as to Soil Conservation Refund
APPROVAL OF DECEMBER 6, 2011 MINUTES: 05-12 A motion was made by Sanders, seconded by Kilpatrick to approve the minutes of the December 7, 2011 meeting of the Fremont Soil & Water Conservation District Commissioners. The motion passed with all in favor.
APPROVAL OF TREASURER’S REPORT: 06-12 It was moved by Mitchell and seconded by Jardon to approve the Treasurer’s report of the Fremont Soil and Water Conservation District. Motion carried unanimously.
Cost share approval for JAR Farms was approved as part of the Treasurer’s report.
BUSINESS:
Ø Review Memorandum of Understanding The Memorandum of Understanding between USDA, the State of Iowa and Fremont County SWCD was reviewed. Ø Civil Rights and EEO Responsibilities The Civil Rights Act of 1964, Title VI and Title VII were reviewed. EEO responsibilities were also reviewed.
Ø District Services 07-12 Jardon made a motion to provide the following District services for 2012 as follows: Drill rental - $12.00 per acre with a minimum charge of $50.00 CSR Readings - $20.00 per tract Flag sales - $5.00 per bundle of 50 flags And to assess a charge for insufficient check in the same amount the bank charges the District. The motion was seconded by Sanders and showed all in favor.
Ø IPTV Request for Additional Donation IPTV sent a letter requesting an additional donation. Item died for lack of a motion.
Ø 2012 Iowa Conservation Partnership Day – January 25, 2012, Capitol Rotunda, 10:00 a.m. – 1:00 p.m. Information regarding the 2012 Iowa Conservation Partnership Day at the Capitol in Des Moines was included in the board packet. The information was reviewed and discussed.
Ø Loess Hills Alliance Meeting Gross attended the last Loess Hills Alliance Meeting in Piscah, Iowa. He reported funding is down for next year. The allocations to each project have not been determined but the overall amount for all projects this year will only be $38,000.00.
