CALL TO ORDER:

ADOPT AGENDA:
The
agenda for the February 7, 2012 meeting was approved with the following addition:

APPROVAL OF JANUARY 3, 2011 MINUTES:
08-12 A motion was
made by Sanders, seconded by Jardon to approve the minutes of the January 3,
2011 meeting of the Fremont Soil & Water Conservation District
Commissioners. The motion passed with all in favor.
APPROVAL OF TREASURER’S REPORT:
09-12 It was moved
by Jardon and seconded by Kilpatrick to approve the Treasurer’s report of the
Fremont Soil and Water Conservation District as amended. Motion carried unanimously.
Cost share approval for Wesley Hart was added as part
of the Treasurer’s report and was approved.

Environthon
Donation
10-12 Jardon made
a motion to donate $50.00 to the Environthon to be
held in Red Oak on March 13, 2012. The motion was seconded by Sanders and passed
unanimously.
Ø National Watershed Coalition Membership
11-12 A motion was made by Sanders to obtain the membership with the National Watershed Coalition in the amount of $75.00. The motion was seconded by Jardon and showed all in favor.

CDI Spring
2012 Meeting
Region 8 Conservation Districts of Iowa Spring 2012 Meeting will be held Monday, March 5, 2012 from 4:00 p.m. – 8:00 p.m. at the Community Building, 601 6th Street, in Corning, Iowa. Registration is due by February 29th to Adams County SWCD.
Ø CDI Planning for the Future Questionaire
As
part of the Planning for the Future discussions to be held at the CDI spring
regional meetings, the five questions were discussed.

Fourth Grade
Foresters Project
The Fourth Grade Foresters Project was asking the district to purchase a tree for all fourth graders in our district to take home to plant and care for. The project was discussed; however, failed due to a lack of a motion.

Average Costs
12-12 Fremont County cost share rates were discussed and compared with other rates in the subarea. After discussion, a motion was made by Jardon, seconded by Kilpatrick to increase the terrace rate from $1.45 per foot to $1.50 per foot. After further discussion the motion was amended to include increasing the cost share rates by 3.5% rounding to the nearest nickel or five dollar amount. Motion passed carried unanimously.

IDALS/DSC
Internship Match
13-12 Jardon made a motion to send in the request to participate in the IDALS/DSC Internship for 480 hours at a rate of $10.00 per hour ($9.00 paid by IDALS-DSC and $1.00 plus payroll expenses paid by Fremont SWCD). The motion was seconded by Kilpatrick and carried with all in favor.

Farm Bill XII
14-12 A motion to accept the allocation and approve the agreement for Farm Bill XII was made by Kilpatrick and seconded by Sanders. The motion passed unanimously

Bonding 2
Request
15-12 Bonding 2 cost share funds continue to be recalled by DSC. This slippage is available to districts on a first come first serve basis for practices that will be complete by June 30, 2012. A request has been made to keep the current Fremont County Bonding 2 cost share balance of $768.96 plus an additional request of $231.04 for a total of $1,000.00 Bonding 2 cost share. Sanders made a motion, seconded by Mitchell to accept the request as presented. Motion carried with all in favor.
