CALL TO ORDER:

A special meeting of the Fremont Soil & Water Conservation District Commissioners was called to order by Chairperson Phil Wing at 7:10 p.m. on July 15, 2010 at the USDA Building, Sidney, Iowa to discuss personnel. A motion was made at the July 6, 2010 meeting (48-10) to advertise for an entry level district position to share with Mills County, 75 Fremont/25 Mills time, the same as last year. The salary is an entry level ($9.50 per hour) position so therefore, the percentages will not be 75/25. The special meeting was held to approve the new percentage figures.

BUSINESS:

Ø Personnel

Gross attended a Loess Hills Alliance (LHA) meeting on July 7, 2010 and the following information came from that meeting: (1) LHA will give $15,000 for a position to share between Fremont and Mills counties ($7,500 per county); (2) depending on funding, LHA will give $10,000 for the position next year; (3) additional funding may be available through Pheasants Forever or Reload Iowa; (4) LHA wants to review applications and be involved in the interview process.

53-10 The Private Lands Conservationist Technician position that is to be shared with Mills County will be different percentages of time in each county than the percentages of time in each county last year (75% Fremont, 25% Mills). The percentages this year will be 69% Fremont, 31% Mills. After reviewing the following figures, Sanders made a motion, seconded by Kilpatrick to advertise for the Private Lands Conservationist Technician position for 2011 as outlined on paper (see attached). After discussion and clarification of the figures, the motion carried with all in favor.

It was decided that interviews will be held Tuesday, August 3, 2010. Gross will contact Paul Hathaway (Mills County chairperson) to see if Mills SWCD wants to participate in the interview process and contact Matt Dollison (LHA board representative) to inform him of the date for interviews.
