CALL TO ORDER:
A meeting of the Fremont Soil & Water Conservation District Commissioners was called to order by Acting-Chairperson Sheryl Sanders on December 10, 2009 at the USDA Building, Sidney, Iowa.

The agenda for the December 10, 2009 meeting was approved as presented.
APPROVAL OF NOVEMBER 3, 2009 MINUTES:
76-09 King made a motion to approve the minutes of the November 3, 2009 meeting of the Fremont Soil & Water Conservation District Commissioners. The motion was seconded by Mitchell and was approved with all in favor of the motion.
APPROVAL OF TREASURER’S REPORT:
77-09 A motion was made by Mitchell, seconded by King to approve the treasurer’s report. The motion carried unanimously.

BOARD DEVELOPMENT –
Ø Levy Watersheds
78-09 Mitchell made a motion to certify to the Auditor of Fremont County that the maintenance of $1.08 per thousand dollars of current assessed value, be made to be collected during the year 2010, and that this assessment be collected in one payment on the following watersheds: Hamburg Watershed, Hound Dog Watershed, Ledgewood Watershed, and Simpson Watershed. King seconded the motion that passed unanimously.
Ø Insurance Update
An application has been sent to Allied Insurance for property insurance. The estimated premium will be $860.00 per year.
Ø Fremont County Reserve Deputy Association – Operation Santa
79-09 Mitchell made a motion to donate $25.00 to Fremont County Reserve Deputies Association for Operation Santa 2009. The motion was seconded by King and passed with all in favor.
Ø Sidney Booster Club
Sidney Booster Club is holding an annual drive for contributions to help provide sports equipment for teams, uniforms for teams and cheerleaders, camps for all sports, major purchases for the sports programs and other programs for extra curricular involvement including Elementary, Jr. High, and High School. No action was taken on this item due to a lack of a motion.
Ø Wetland/HEL Violation
Brian Gross met with the tenant of the property in question of the wetland/HEL violation and after review it was determined that the existing ditches that were cleaned out were a maintenance issue and not a violation; however, the one small ditch in the SE1/4, Section 32, T69N R40, Fremont County, Iowa, that was dug will be filled back in in the spring of 2010 through a minimal effect agreement.
Ø Agren’s Toolshed
Fremont SWCD has the opportunity to purchase a three-year license for Agren’s Toolshed service. This service allows you to accurately plan a pond or water and sediment control basin using Iowa’s new LiDAR elevation data. Agren, Inc. has planned three webinars to help districts decide whether or not Agren’s Toolshed service is right for their field office. After discussion, it was decided that the district would pass at this time because there are not that many ponds built in this area.
Ø EQIP subpots
80-09 After discussion, King made a motion, seconded by Mitchell to divide the EQIP subpots as follows: Ag Waste – 15%; Pasture – 15%; Cropland – 10%; and Summer Construction – 60%. Motion passed with all in favor.
Ø M-1 Watershed Update
DNR met with Brian Holmes for the inspection of the Hamburg M-1 site. A report will be sent to us from DNR with the findings.
