CALL TO ORDER: A meeting of the Fremont Soil & Water Conservation District Commissioners was called to order by Vice -Chairperson Phil Wing at 8:00 p.m. on May 6, 2008 at the USDA Building, Sidney, Iowa.
PRESENT: Commissioners: Harold Mitchell Sheryl Sanders Phil Wing Staff: Brian Gross, Lucas Forney, and Tammy Grebert
ADOPT AGENDA: The agenda for the May 6, 2008 meeting was approved as presented.
APPROVAL OF APRIL 1, 2008 MINUTES: The minutes of the April 1, 2008 meeting of the Fremont Soil & Water Conservation District Commissioners were approved as written.
APPROVAL OF TREASURER’S REPORT: 20-08 It was moved by Sanders and seconded by Mitchell to approve the Treasurer’s report of the Fremont Soil and Water Conservation District. Motion carried unanimously.
BUSINESS:Ř Hamburg Watershed Site M-1 Inspection Correspondence was received from Dave Allen, State of Iowa Department of Natural Resources, Water Resources Section informing the district of the plans to inspect Hamburg Watershed Site M-1. The office will be notified a week to ten days prior to inspection so that a representative could be present during inspection. Since Brian Laughlin will be inspecting all watersheds, he will be asked to be present during this inspection of Hamburg M-1.
Ř Two Rivers Quarterly Report 21-08 Forney presented the Two Rivers Quarterly Report. After review, a motion was made by Mitchell to accept the Two Rivers Quarterly Report with correction. The motion was seconded by Sanders and showed all in favor.
Ř Cost-share Rates With the high cost of gasoline and supplies, contractors are finding it difficult to install practices at the current rates. The district’s rates were reviewed and there was discussion. The matter was tabled to the June meeting.
Ř Cost-share Amendments 22-08 A letter was received from Jim Gillespie, Field Services Bureau Chief, IDALS-DSC, regarding FARMS obligations, recalls and amendments. A list of approved cost-share applications that need to amend the expiration date was reviewed. A motion was made by Sanders, seconded by Mitchell to amend the expiration date to December 31, 2008 on the IFIP applications and to amend the expiration date to November 6, 2008 on the two REAP P/FNG applications:

A voice vote showed Sanders and Mitchell in favor. Wing abstained from voting.
Ř Active Designated Priority Watershed 23-08 A motion was made by Sanders, seconded by Mitchell to keep Lake Shawtee Watershed on the 1990 designated watershed list for Fremont County and to send letters to landowners in the designated area encouraging them to sign-up for cost-share assistance to put conservation on the land. Motion passed unanimously.
Ř Tree Sales Forney gave an update of the tree sales.
Ř Poster Contest Posters were judged. Winners will be presented their award.
