APPROVAL OF TREASURER’S REPORT:
27-08 It was moved
by Wing and seconded by King to approve the Treasurer’s report of the Fremont
Soil and Water Conservation District and to transfer the funds from the EPA
account to the COOP account closing the EPA account. Motion carried
unanimously.

Supplements FY2009 Approval
29-08 Project
funding allocations for WPF supplement to the Two Rivers Project need to be
signed by the participating District prior to being returned to DSC for
signature. In order to help speed up the process, a motion was made by Wing,
seconded by Sanders to give authority to Darwin Bugg, Chairperson, to approve
and sign the documents on behalf of the group. Motion carried unanimously.

Names were discussed for the 2008 awards. Plaques will be presented to the recipients during the Fremont County Fair.

Tournament
30-08 A motion was made by Wing, seconded by Mitchell to continue to co-sponsor the Fremont County Conservation Golf Tournament. Motion passed unanimously.

Quarterly Report
31-08 Forney
presented the Two Rivers Quarterly Report. After review, Mitchell made a motion
to approve the Two Rivers Quarterly Report as presented. Motion was seconded by
Wing and carried with all in favor.

32-08 The Two Rivers Annual Report was presented. Sanders made a motion to approve the report as presented. The motion was seconded by Wing and passed unanimously.

Funding for
Practices Damaged by Storms
A memo received from James Gillespie, Field Services
Bureau Chief for IDALS-DSC regarding assistance for conservation practices that
have been damaged by storms was reviewed. As stated in the memo, under the
voluntary cost share program of the state according to Iowa Administrative
Rules, Chapter 10.41 (1), the commissioners of a district may allocate
voluntary program funds for restoration of permanent soil and water
conservation practices which are damaged or destroyed because of a disaster
emergency. Funds may be used for construction, reconstruction, installation, or
repair of projects. After discussion, the matter died due to a lack of a
motion.

Privates Lands
Conservationist Agreement

An agreement
between Mills County SWCD and Fremont County SWCD to hire and share a Privates
Lands Conservationist was reviewed. A motion by King to approve the agreement
was made and seconded by Sanders. Motion showed all in favor.

Annual Plan of
Operations Draft

After review
of the Annual Plan of Operations draft, Sanders made a motion, seconded by
Mitchell to approve the plan as corrected. The motion passed unanimously.
