CALL TO ORDER:  

A meeting of the Fremont Soil & Water Conservation District Commissioners was called to order by Chairperson Darwin Bugg at 8:00 p.m. on August 12, 2008 at the USDA Building, Sidney, Iowa.

ADOPT AGENDA:  

The agenda for the August 12, 2008 meeting was approved as presented.

 

APPROVAL OF JULY 1, 2008 MINUTES:

35-08     A motion by Mitchell, seconded by King was made to approve the minutes of the July 1, 2008 meeting of the Fremont Soil & Water Conservation District Commissioners as written. Motion showed all in favor.

 

APPROVAL OF TREASURER’S REPORT:

36-08     It was moved by Sanders and seconded by Mitchell to approve the Treasurer’s report of the Fremont Soil and Water Conservation District. Motion carried unanimously.

 

BUSINESS:

Ø       Fremont County Landfill Cost-share

37-08     Terraces were constructed on the Dorothy Feil property (SE ¼ of Section 22, Township 68N, Range 41 West, Fremont County, Iowa) with state cost-share, maintenance agreement dated June, 1989. Fremont County Landfill has purchased the land. The main objective for purchasing the land was for the barrowing of dirt used in the landfilling process. Michael Fox, Manager of Fremont County Landfill, presented a letter requesting the removal of the top terrace (1,020 feet) that still under the maintenance agreement. A motion was made by King, seconded by Wing to allow Fremont County Landfill to remove the top terrace (1,020 feet) currently under a maintenance agreement and to pay the State of Iowa $188.60 to refund the calculated pro-rated amount of cost-share that was used to construct the terrace. The motion passed with all in favor. A letter will be sent to Michael Fox, Manager of Fremont County Landfill, informing him of the decision.

 

Ø       Drill Repair

38-08     Mitchell made a motion to have Gary Hudnall, Hudnall Enterprises, repair the drill. Motion was seconded by Wing and carried unanimously.

 

Ø       Cost-share for Summer Construction

39-08     A motion was made by Sanders, seconded by Wing to reserve $15,000 maximum of cost share allocations for summer construction to be completed by September 15th. Motion passed with all in favor.

 

Ø       Watershed Inspections             

40-08     In the absence of Brian Laughlin, Lucas Forney presented the inspections of Hound Dog Watershed. Wing made a motion to pay Brian Laughlin $315.24 for Hound Dog Watershed inspections. Motion was seconded by Sanders and passed unanimously.

                 

 

 

 

 

 

41-08     A motion was made by Wing, seconded by Mitchell to hire Larry Greedy to clean out the inlet of site B-2 of Hound Dog Watershed; and to hire C & D Mount to clean out the inlet of site 24 of Ledgewood Watershed. All were in favor of the motion.

 

Ø       CDI Fall Regional

                The Fall CDI Regional will be held at Viking Lake, Stanton, Iowa on August 18, 2008. Registration begins at 2:30 p.m.

 

Ø       CDI Dues

42-08   King made a motion to pay $825 to CDI for fiscal year ending June 30, 2009 dues.  The motion was seconded by Wing and carried with all in favor.

 

Ø       Private Lands Agreement

43-08     The Private Lands Agreement between Mills County SWCD and Fremont County SWCD approved previously was rewritten to include Loess Hills Alliance – Stewardship.  A motion was made by Wing and seconded by Sanders to approve the agreement between Mills County SWCD, Fremont County SWCD and Loess Hills Alliance. Motion passed unanimously.

 

44-08     Wing made a motion to approve the Private Lands Conservationist two year contract for Lucas Forney. King seconded the motion. All members were in favor of the motion.

 

45-08     As a district employee, Forney had accumulated paid time off (PTO) over the last three years. After discussion, King made a motion, seconded by Sanders, to allow Lucas Forney to keep 100 hours of the accumulated (PTO) to be used by June 30, 2010. This 100 hours of PTO is above the 200 PTO hours per year included in the agreement between Mills County SWCD, Fremont County SWCD, and Loess Hills Alliance. If there is a remaining balance on this additional 100 hours of PTO at the end of business on June 30, 2010, it will be lost without any reimbursement or compensation for the remaining balance. Motion showed all in favor.
