CALL TO ORDER:

A meeting of the Fremont Soil & Water Conservation District Commissioners was called to order by Chairperson Darwin Bugg at 8:00 p.m. on October 2, 2007 at the USDA Building, Sidney, Iowa.

ADOPT AGENDA:

                 The agenda for the October 2, 2007 meeting was adopted adding Calc-N-Acre.

                

APPROVAL OF SEPTEMBER 4, 2007 MINUTES:

The September 4, 2007 minutes of the Fremont Soil & Water Conservation District Commissioners were approved as presented.

 

APPROVAL OF TREASURER’S REPORT:

56-07       It was moved by Sanders and seconded by Wing to approve the Treasurer’s report of the Fremont Soil and Water Conservation District with the deletion of the words “(No transactions this month)” next to the COOP account, a payment was received October 1, 2007, see report. Motion carried unanimously.

 

BUSINESS:

Two Rivers Quarterly Report

57-07       A motion was made by Mitchell, seconded by Sanders to approve the Two Rivers Quarterly Report as presented. Motion showed all in favor. Bugg complimented Forney on the job he did on the quarterly report.

 

Internal Revenue Response re: Notice of Overpayment

                 Copies of the correspondence from the IRS along with copies of responses were included in the packet. A letter was received from Internal Revenue Service indicating a potential overpayment of federal tax deposits for tax period June 30, 2007. A letter dated August 10, 2007 written by Sidney Tax and Accounting to Internal Revenue Service indicated the figure IRS placed in column “Total Tax on Return” reflected the tax liability related to 1^st Quarter ($3,713.48) not the tax liability related to 2^nd Quarter ($4,128.66), which is the tax period of the report; therefore, there should be no overpayment related to 2^nd Quarter. As a result of the correspondence dated August 10, 2007 from Sidney Tax and Accounting, a statement of adjustment dated September 17, 2007 was received showing no overpayment and no tax due.

 

Proposed CDI Resolutions

                 The official ballot for the 2007 proposed resolutions needs to be received by CDI no later than October 30, 2007.  Deadline for individual ballots is October 16, 2007

 

Correct July 3, 2007 minutes – Hound Dog A200

58-07       A motion was made by Wing, seconded by Sanders to correct 44-07 – Hound Dog A200 Structures of the July 3, 2007 minutes, changing A220 to A200.  Motion passed with all in favor.

 

Hound Dog A200

                 Dean and Lois Aistrope and Rod Finnell had visited with the NRCS/DSC staff expressing concern of crop damage on the Aistrope property along Hound Dog A200. Water did not drain from the field and was left standing on the crops creating damage. They felt the damage occurred because the structure needed repairs. Brannen contacted Bugg and arrangements were made to contact a contractor to make a temporary fix by cutting off the pipe that started floating. When the crops are harvested permanent repairs will be made to the pipe.

 

EQIP

59-07       The EQIP cost-share practice list was reviewed. A motion was made by Sanders, seconded by King to add tree sheering - $376.00 per acre and hand clearing $600.00 per acre to the EQIP cost share list; and to add terrace seeding to the EQIP cost share list, if the price for terrace seeding can be changed from $228.00 per acre to $50.00 per acre. Motion passed with all in favor.

 

60-07       After discussion, Wing made a motion to add terrace seeding to the State cost-share list, only if the component is added to the EQIP cost-share list, at the price of $50 per acre. Sanders seconded the motion that carried unanimously.

 

Loess Hill Alliance Grant

                  Fremont SWCD has been approved for a grant up to $6,000 for 2007-08.

 

Walnut Creek Development Grant

                  A development grant has been approved through IDALS-DSC for five counties including Fremont County. This grant is to assess the feasibility and need for land treatment for practice and prioritization of the Walnut Creek drainage area.

 

Adapter for Calc-N-Acre

61-07       A motion was made by Wing to purchase an adapter for the Calc-N-Acre. Motion was seconded by Sanders and passed showing all in favor.
