CALL TO ORDER:  

A meeting of the Fremont Soil & Water Conservation District Commissioners was called to order by Vice-Chairperson Phil Wing at 7:00 p.m. on March 6, 2007 at the USDA Building, Sidney, Iowa.

ADOPT AGENDA:  

                The agenda for the March 6, 2007 meeting was adopted with the following additions:

APPROVAL OF FEBRUARY 7, 2007 MINUTES:

                The February 7, 2007 minutes of the Fremont Soil & Water Conservation District Commissioners were reviewed. There being no corrections or changes they were approved as written.

 

APPROVAL OF TREASURER’S REPORT:

16-07     It was moved by Mitchell and seconded by Sanders to approve the Treasurer’s report of the Fremont Soil and Water Conservation District. Motion carried unanimously.

 

BUSINESS:

Ř       Jack Graham Memorial

17-07     Sanders made a motion to send a memorial of $25.00 to the family of Jack Graham, former employee in Fremont County. The motion was seconded by Mitchell and passed with all in favor.

 

Ř       Website

18-07     In December, 2005, Grebert notified iPower to remove David Carter as the contact person for the website and to send future billing to Fremont SWCD 503 West Street, PO Box 490, Sidney, Iowa. Late February, 2007, Nelson was working on the website and was informed by tech support that there was a billing issue. Grebert contacted iPower was informed because she did not have the last four digits of the credit card that was used to pay previous billings, she did not have authority to change any information on the account that belonged to David Carter. In order to reinstate the website, the charge will be $166.80 for the two year fee, $50.00 reinstatement fee, and $25.00 to transfer the account out of David Carter’s name.

 

Ř       Contractor Meeting

19-07     A contractor meeting will be held Tuesday, March 27, 2007, 9:30 a.m. A motion was made by Sanders, seconded by Mitchell to provide coffee and donuts for the meeting. Motion passed unanimously.

 

Ř       Cost-share Dollars      

                Gross provided a list of southwest Iowa state cost-share dollar limits. This was tabled to April meeting.

 

Ř       Earth Day

                 Nelson and Forney presented plans for the Earth Day event to be held at the Outreach Center on April 20th.

 

Ř       Spring Regional

                Information for the Spring Regional meeting to be held in Red Oak on March 30th was reviewed. Grebert is to send in reservations by March 22, 2007.

 

Ř       Scholarships

20-07     Scholarship applications were reviewed. A motion was made by Sanders, seconded by Mitchell to forward the application received for CDI to Barbara Johnson, Page County SWCD and to award two Fremont SWCD scholarships. Grebert will notify the school of the recipients.  The motion passed unanimously.

 

Ř       Fencing

                The following things were discussed regarding the fencing materials from M-1 Hamburg Watershed:

o        picking up the fencing materials

o        selling the fencing materials from M-1 Hamburg Watershed at an upcoming sale

o        purchasing some of the materials to use at the SWCD Outreach Center

 

Ř       Visitor Center

                Brannen attended a meeting at the visitor center. A portal will be constructed north of the building close to the wetland area overlooking the hills.

 

Ř       Booster Club

                Forney gave a preview on booster clubs that other districts use to fund outreach activities. This was tabled to April meeting.
