02-07 Sheryl made a motion to elect/appoint the slate of officers the same as 2006 with the addition of James Doyle as Assistant Commissioner. Mitchell seconded the motion that passed with all in favor.

APPROVAL OF TREASURER’S REPORT:
03-07 It
was moved by Sanders and seconded by Mitchell to approve the Treasurer’s report
of the Fremont Soil and Water Conservation District. Motion carried
unanimously.

Memorandum of Understanding was reviewed.

Two Rivers Quarterly
Report
04-07 Forney presented the Two Rivers Quarterly Report. After review, Sanders made a motion to approve the quarterly report as presented. Mitchell seconded the motion that passed with all in favor.

Obligation Report
05-07 An update on FY 03-04, FY 04-05, FY
05-06, FY 06-07, REAP Practices 07, REAP Forestry/Native Grasses 07 account
balances was requested from Iowa Department of Mangement.
The Funds Obligation Report (December 29, 2006) was reviewed. A motion to approve the report as presented was made by Sanders and seconded by King. Motion passed unanimously.

Services
In 2006, the district offered the following services: terrace checkout, terrace seeding, and drill rental. After discussion it was decided to offer the same services in 2007 at the same rates. These services will be reviewed again this spring.

Personnel
06-07 Eric
Nelson’s employment contract expired December 31, 2006 (the date the grant was
to end). The EPA grant was extended to June 30, 2007. Sanders made a motion to
offer a contract to Nelson extending his employment to June 30, 2007, with
wages based on an annual salary of $31,750.00. Wages will be paid bi-weekly
beginning with pay period ending January 11, 2007. The amount of $265.00 per month will be paid
to Nelson for use in securing health insurance. King seconded the motion that
showed all in favor.

audit report for fiscal year ending June 30, 2006 was presented by Sanders.
Mitchell made a motion, seconded by King to accept the report as presented.
Motion passed unanimously.
